Summary: Riding the bus one day, Sakurakouji Sakura looks out the window to see people being burned alive with a blue fire and a boy her age who's unharmed and standing over the people.

She comes back to the site the next day and there are no corpses or evidence of any kind of murder, just a small fire. She then goes to class to find there's a new transfer student, Oogami Rei, who looks exactly like the boy she saw before and wears a black glove only on his left hand.

Oogami is a Code Breaker, one who "does not exist". He is a seemingly cold-blooded killer who follows the principle of "an eye for an eye", to "use evil against evil". Convinced that killing is not right, Sakurakouji sets out to stop him and penetrate his icy heart.

Truthfully when I read the manga, I thought that it was the best manga I've ever read. The plot is interesting and there'll always be mystery after the other mystery solved, and the main character is like having no emotion and can kill people heartlessly, and their good-guy side only exposed when their goal is getting closer or their past is revealed and all the other code:breaker share the same thing. But in the anime, they just made it so that even ogami kind-hearted side exposed so easily and he didn't have the cold expressionless face, a dead-man eyes, he just like your normal antagonist main character which truly disappoint me. The plot itself is getting twisted around so much. Well, I won't comment about the plot since maybe the writer want to create the anime to be in different story. For the animation? I think that it wasn't that bad but is it just me or there's someone that think their action is like so childish and too much moving around? I didn't find this that interesting when I compared it to the manga. Since everything just moving too fast (I think) and all the code:breaker just suddenly pop out from nowhere with no story behind their appearance. But, I'll still recommend it since I think that there'll be some surprising development (just my guess). That's all for my review hope it helps you.
